I started making home picture mouse pads about 3 years ago. It’s really simple, but I need a way to cut all three materials at once.
It’s foam board, card stock, and thin stencil sheets of plastic. Paper cutters don’t work; scissors don’t work.
Would those new electric cutters work with layers like that?

If you’re referring to the Wishblade or Cricut electric cutting systems, no they won’t work.
They both use very small sharp blades to do the cutting. Cutting is driven by a small motor, like in a computer printer. There’s not enough force to push the blade through thick sandwiched materials.
What you need is a manual die cutting machine which applies a lot of pressure and will accept thick sandwiched materials. I think the answer for you is a Wizard Die Cut and Embossing Machine.
The Wizard Die Cut & Embossing Machine accepts sandwiched materials and exerts over 3000 pounds of pressure. It will even flatten bottle caps!

With this set of dies, you can cut squares from three to seven inches.
