I looking for a type of computer paper that I can use to print photos of our Commanders on and then adhere to golf balls to sell during a fund raising event at our military post.

I think I have found the product you need. It is Lazertran Waterslide Decal Paper. You can print any picture you like on it, soak it in water and apply to just about any surface. Once it’s dry, it has a waterproof coating.
This is a new type of transfer paper for art, crafts, home decorating, scrapbooking, and more - use it anywhere you want to add your own picture or design.
It enables you to add your unique design or image to almost any surface, including paper, tiles, windows, painted or papered walls, stone, fabric, metal foil, plaster, candles, polymer clay etc. Just print or copy your image onto the special Lazertran paper, trim it, soak in water, and then apply--the image literally slides off the paper!
It is available in three versions: for color copiers; for injet printers; and Lazertran Silk, which transfers onto fabric and metal foils and can be used with color copiers and laser printers. (For more complete information on all three versions and their uses, read my Waterslide Decal Articles.)
The decal sheets are all 8 1/2" x 11", so they are very versatile. In your case you could print multiple small pictures on one sheet.
Other crafters might want larger decals for furniture, other woodworking crafts, to apply to glass or mirrors. It seems the uses for this product are endless.
