3D Archival Decoupage
Using Acid-Free Archival Media
I want to create a timeline that will last for years because it will be on permanent display in a building. I may use foam board to pop out the images but I am not yet sure.
What products would be best for me to create a lasting decoupage on canvas (as I have never done this before but plan to do a demo first)? And what would be the best semi-gloss sealant?

First of all, for a canvas panel incorporating paper images that will stand the test of time, make sure all the media you use to glue and seal are non-acidic, i.e, archival quality. This article, Archival Materials Protect Your Art for Posterity, includes some product options.
What you have in mind is very similar to 3D paper tole work. Here's an excellent video uploaded by the big UK craft site, CraftsUPrint.com. It has tons of tips along with the detailed steps to make a truly outstanding display.
Note that the finished product is displayed in a deeply recessed frame in the video. It's really important that works like these not be manhandled " or kid-handled " because they almost call out to be touched.
