I have seen the pebbly look but don’t know how it is done, nor did any of the decoupage experts I consulted. I think you would need some very small round clear crystals that you could sprinkle onto the front of the decoupage between coats. I’ve looked for round clear glitter without success.
So if a pebbly texture on the front of your decoupage is what you are seeking, I’m afraid you have me stumped!
I do know a couple of other ways to get a textured surface on decoupage. Brushing the Mod Podge on with a stiff brush will leave brush strokes. You can add texture while the decoupage medium is still wet by dragging a texturizing tool (as is used for some faux finishes) across the medium.
You can also obtain a Crackled Decoupage Finish if your decoupage images are on extremely thin paper.
Golden makes several different mediums with texture. There's a fine grained, clear medium all the way to a heavy, coarse black "pebble" medium. You might still need to do a base coat of Mod Podge and then use the granular medium. Michaels & most fine arts stores carry it.
