Decoupage with Bleeding Tissue Paper
What type of tissue paper works best for decoupage on glass?

Is it better to use regular tissue paper or bleeding tissue to decoupage on glass?

That depends entirely on the look you want. As the name suggests, the color in "bleeding" tissue paper runs when moistened.
You can use it to create beautiful mosaic or abstract patterns.
I use regular tissue paper myself for decoupage because I choose patterned papers as on this Decoupage under Glass Plate or on these Decoupage Christmas Ornaments.
Experiment with the bleeding tissue paper and some Mod Podge first on an old mirror or pane of glass.
