I need to know what size of drill bit to use on the mason jar lamp and what kind of drill to use?

The hole would have to be big enough so that you can pass lamp cord through it. A quarter inch should be plenty.
You would need a drill bit designed for drilling glass, namely a diamond tipped "core bit". It's best if you have a drill press so that you can control speed and pressure more exactly.
You should keep the bit wet and proceed slowly and carefully. Wear gloves and eye protection in case the glass breaks. You are really grinding the glass, not boring a hole like you would do in wood or metal.
I have never done this and have read that drilling even flat glass can be tricky. If would be better to buy a pre-drilled jar or visit a jeweler or machine shop to see if they can drill the hole for you.
