The Best Software for Greeting Card Design
I want to design my own greeting cards and print them at home.
Which computer software would be the best to use that is not too expensive?
I don't want to use images from the program - I just want to use my designs.

It mostly depends on your computer graphic design experience.
For beginners at computer card making, I used to recommend American Greetings Create-A-Card, but unfortunately it is no longer available. You might find a copy on eBay, but it probably wouldn't work unless you have an old computer with Windows XP as the operating system.
There have been lots of changes in the software industry. The best program for beginners to intermediate users that you can now get and that will run on newer computers is Broderbund's Print Shop; advanced to professional artists should consider, Adobe Photoshop or the less expensive Photoshop Elements.
PrintShop is available in several different versions and price points. I use the Pro version, but the standard version is over 50% less in price.

Many professional graphic artists swear by CorelDRAW. I have an older version and use it from time to time, but I'm not big fan.
Since you plan to print your own cards and won't be dealing with the software's requirements for file formats, you definitely don't need the power (or expense) of Corel Draw.
