Decide first where you want the lights (just on the mum, on some of the accessories as well, part way down one of the streamers, etc.). Then imagine where the light string would best begin and end.
You’ll need a place near the beginning to conceal the battery pack while still having it accessible to flip the on/off switch and change batteries.
Most people just attach the battery pack to the back of the backboard using tape; and run the wire to the front through a little slit cut in the edge of the backboard. Another option is to hide it behind, or even in, a stuffed animal. It depends on what your overall design and components are.
If you want to trail some lights down one of the streamers, that would be done with the end of your string (away from the battery pack). Now loosely arrange the bulbs until you are happy with the spacing and illumination. Try turning the lights on to see how they look in the design.
Finally, secure each bulb at its plastic base. Hot melt glue and a glue gun are the easiest choice and work on almost anything. If your mum contains anything that could not take the heat (like thin plastic ribbon), secure any bulbs there with a needle and thread.
