However, to my knowledge they still are not quite as elaborate as the pictures I have seen of "Texas" school mums. I don't know if any other New Mexico schools have this tradition but ours most certainly has had it for a very long time.
I now live in Oregon and have a teenage daughter, who for the first time experienced a homecoming at my high school.
She loved the mums and wanted one for herself.
We then came up with the idea that we would try and promote this as a new tradition at her school. I am fairly confident that I can design and make them.
I just need to know the best place to get the supplies that do not require a business license or tax ID.
What is your suggestion?

I apologize for taking so long to answer. By the time I received your note, homecoming season was over and we were headed into our busiest time of year at The Artful Crafter - the fall and winter holiday season. I'm just catching up and catching my breath. Phew!

You will be limited a bit because you don't want to actually form a business and obtain a tax ID.
One suggestion is to print up some business stationery. Along with your social security number you might be able to deal with wholesalers - some of them will probably recognize sole proprietorships as legimate businesses.
Also, there aren't any homecoming mum supply stores in your area. To me, that's both a challenge and an opportunity. You will need to be creative in searching out the various components like charms and ribbons; but all of these things are used for other crafts. You just need to think outside the box.
By going direct to silk flower, ribbon, charm, etc. suppliers, you may even get some better deals than if you went to a store dedicated to homecoming mum supplies. Going direct cuts out some of the middlemen.
