What's The Best Way to Organize a Condo's Association Records?
I am interested in creating a website for our condo complex, something that residents could enter to ask questions, initiate work orders, and have digital photos of condos for sale etc.

I have seen similar kinds of sites. The problem is that they are more complex then they may seem.
Everything you want to do is certainly doable, but you will need a bit of expertise to tie everything together into one cohesive whole.
For example, the question part could be a forum, where the tenants can ask questions that are answered by other tenants, forum moderators or building management. Or you can use a "Frequently Asked Questions" page which requires a lot less work.
You either have to have people supply you with ads and photos or give them a way to upload the information themselves. You might have to get involved with a database program.
So the real answer to your question is your degree of expertise in building websites and the amount of money you have to spend. If you don't know how to do it and there are sufficient funds, I would hire a web design firm. You can use Elance.com to post your project and receive bids.
